Douglas Development Files Plans for 615-Unit Redevelopment of DC's Cotton Annex

Douglas Development has filed plans with the Zoning Commission to redevelop the Cotton Annex in Southwest DC into a 615-unit development.
The developer filed plans with the commission just before Christmas. Douglas is requesting variance relief from the prohibition against increasing building density within the footprint of a designated historic structure in DC. The Washington Business Journal first reported on the redevelopment in November.

The redevelopment of the Cotton Annex, which Douglas purchased at auction in 2017 for approximately $30 million, calls for incorporating the existing historic structure at 300 12th Street SW (map) into a 12-story apartment building and an addition "designed in the form of a reverse 'C' shape around a central courtyard." There will also be ground-floor retail and a pocket park feature. The project architect is BKV Group.
The Cotton Annex was built in 1936 and was home to the Department of Agriculture until 2007. It has been vacant for over a decade.
