50 Apartments Proposed to Complete a Lamond Riggs Development

Eight years ago, the 111 houses at The Hampshires development in the DC neighborhood Lamond Riggs started delivering. Developer Comstock Homes had approval for more housing, however, and now another developer hopes to pick up where Comstock left off.
The Baltimore/Washington Economic & Development Fund (BWEDF) is proposing to raze and replace the long-vacant building it owns at 6101 Sligo Mill Road NE (map) with a 50-unit apartment building.
The unit mix would be studios through two-bedrooms, predominated by one-bedrooms, and 11 of the units would be affordable based on what was previously approved for the site. Each unit would have a balcony, and the building would also include bays. There would also be 50 surface parking spaces. Nelson Architects is the designer.

Because the site was included in the planned unit development (PUD) that resulted in The Hampshires, the new development team will likely have to file a modification of consequence to that 2006 approval in order to get the ball rolling. As part of the previously approved PUD, the existing building would have been converted into 46 condos (11 affordable at 80% of area median income).
As BWEDF director Dave Zarnoch explained at a community meeting Thursday evening, the firm was only able to foreclose on the prior deal and regain full control of the property to explore future development in 2018. The development team no longer considers adaptive reuse viable due to the inefficient layout of the existing building.
The development team is expected to present at the ANC 4B meeting next Monday.
