Carr Properties has acquired a 186,000-square-foot office building in Arlington’s Ballston neighborhood, and plans to redevelop it into a 392-unit multifamily community.

The firm purchased 4040 N. Fairfax Drive (map), located steps from Ballston-MU Metro station, from Ascentris last week and expects to begin work in summer 2028.

Carr describes the project as a high-rise with a rooftop pool and other amenities, though it hasn’t released details on unit mix, design or an architect, saying more will come as planning progresses. The timeline leaves a sizable gap between the purchase and any construction start, which is common for projects that still need to move through design and approvals.

Carr isn’t alone in eyeing Arlington’s office stock. A few blocks away in Virginia Square, Gilbane Development has begun converting a vacant, six-story, 121,200-square-foot office building at 3601 Wilson Blvd. into a 94-unit apartment building called Renley, which is scheduled for completion in April 2027. Renley is among the first projects to use the county’s adaptive reuse policy, adopted in November 2024. In Crystal City, JBG Smith has started construction on a 195-unit conversion of 2200 Crystal Drive, and in May the County Board approved converting 1800 and 1901 S. Bell Street into 315 units.
