45-Unit Takoma Park Building Could Give Way to 176-Unit Affordable Community

Montgomery Housing Partnership is seeking to redevelop an aging affordable apartment building in Takoma Park with a significantly larger multifamily community.
The nonprofit developer has filed a concept plan with Montgomery County to replace Edinburgh House Apartments, a 45-unit building at 7513 Maple Avenue (map), with a new building containing up to 176 units — nearly quadrupling the number of affordable homes on the site.
The project would target households earning between 30% and 60% of area median income, with at least 25% of units designated as Moderately Priced Dwelling Units (MPDUs) under Montgomery County's zoning framework. The building would include a mix of studio, one-, two-, and three-bedroom apartments, with an emphasis on larger units. Parking would be integrated into the lower levels— 134 vehicle spaces across two floors. Amenities will include a fitness room, club room, communal space, resident services office, and courtyard and terrace areas.
MHP says all current Edinburgh House residents who wish to remain in the community will have a right to return to the new building at affordable rents. The developer plans to provide individualized relocation assistance during construction, including a dedicated coordinator for each household and temporary housing support.
