The Next Phase of Capitol Crossing Looks to Get Key Approval

Six months ago, Property Group Partners submitted a second-stage planned unit development (PUD) application for the next phase of the Capitol Crossing development. Now, that phase could be close to approval.
The proposal for the center block of Capitol Crossing, located off F Street above the Center Leg Freeway between 2nd and 3rd Street NW (map), would deliver 166 apartments, 221 hotel rooms and 20,567 square feet of retail. A zoning hearing is scheduled for next week, and the Office of Planning is recommending approval.

Both components would be in a 12-story volume atop a two-story retail-and-amenity podium. The hotel would have a rooftop bar/restaurant, and the residential portion will have a rooftop pool. The new phase will share the existing below-grade parking garage. Ennead Architects is the designer.

Because the original PUD was approved under the 1958 zoning regulations (which remained in place until the 2016 zoning code update), 50 of the apartments will be affordable to households earning up to 80% of area median income. Of the units, 55% will be one-bedrooms with the remainder split almost evenly between studios and two-bedrooms; nearly half will have a balcony.

Once approved, the podium and residential portions will be constructed first, and the hotel portion will start construction within three years after the certificate of occupancy is issued for the first phase. Additional renderings are below.
