Montgomery County to Consider Rent Freeze

Montgomery County may be the next local jurisdiction to enact a temporary rent freeze.
The County Council is expected to introduce a bill tomorrow that would ban any rent increases during, or within the 30 days following, some states of emergency. Expedited Bill 18-20 would also require landlords who previously notified a tenant of a rent increase to let the tenant know to disregard the increase.

The freeze would be applicable during states of emergency declared by the Maryland governor or the County Executive, and during "catastrophic health" emergencies declared by the governor. Governor Larry Hogan declared a state of emergency in early March, and the county sheriff's office enacted an eviction moratorium shortly afterward.
The Council is meeting remotely tomorrow, at which time the bill will be introduced; a public hearing and vote are scheduled for next week.
UPDATE: As introduced, the bill also covers commercial tenants.
