From 1,295 to 1,410 Units Proposed for Redevelopment of Greenleaf in Southwest
The plan to redevelop Southwest DC's 15-acre Greenleaf Gardens public housing community has grown in scope since last November.
Earlier this month, Greenleaf District Partners, comprised of Pennrose, EYA, and Paramount Development, presented a new iteration of its plan to Greenleaf residents and stakeholders in response to prior feedback. Rather than replacing the 493 units in the Greenleaf community and adding 752 market-rate units to the various sites from First to Third Streets between Eye and N Streets SW (map), the development will now deliver a total of 1,410 residential units.
"Build-first", where replacement units for existing residents are constructed before they need to move, is not part of the plans; however, under the new proposal, the replacement units will be dispersed more equitably throughout the new construction. Also, after all replacement units are delivered, additional affordable units will be in the final phase to accommodate households currently on the DC Housing Authority's (DCHA) waiting list.
The additional residential units will primarily be located in two places. Rather than Block B including 28 townhouses, there will instead be a 100-unit apartment building. There will still be about 11,000 square feet of retail in a multi-family building northwest of Delaware Avenue and M Street; the unit counts in the buildings on this block have grown respectively from 322 to 342 and from 86 to 104.
The development team expects to present the revitalization plan to the DCHA Board of Commissioners this month. If a development agreement is executed this spring, renovations will begin on the existing senior building next year.
