Trump Administration Unveils $22 Billion Overhaul of Dulles International Airport

Dulles International Airport is slated for its biggest transformation since it opened in 1962.
On Wednesday, President Trump unveiled a $22.5 billion plan to rebuild Dulles over the next decade. The plan calls for new terminals and the elimination of the airport's long-running "people mover" mobile lounge system, a fixture of the Dulles experience that has shuttled passengers across the tarmac since the airport's opening.
The centerpiece of the overhaul is a major terminal expansion: four new linear concourses would replace the current A, B, C and D gate areas, paired with a new underground U-shaped AeroTrain and additional moving sidewalks to move travelers through the airport more efficiently. The project would add more than 5 million square feet of new and renovated space, along with a new parking garage offering 32,000 spaces, glass-enclosed bridges to the terminal, a new on-site hotel, and additional restaurants and retail. The upgrades aim to address longtime complaints about the airport, including a limited number of gates in the main terminal and lingering jet fuel odors in the concourses that federal officials flagged as recently as December.

The renovation is expected to be financed primarily through low-interest municipal bonds issued by the Metropolitan Washington Airports Authority (MWAA), along with contributions from the airlines that operate at Dulles — notably United, which handles roughly 70% of the airport's traffic. The new plans build on a master capital plan MWAA approved in 2025 committing at least $7 billion to Dulles improvements, and the administration has said some congressional approval will be needed to move the larger overhaul forward.
The push comes as Dulles continues to see record demand: the airport handled 29 million passengers in 2025, a 6.4% increase over the prior year. Whether the funding structure and congressional approval process move as smoothly as officials suggest will be worth watching as the plan moves from renderings toward reality.
