ANC Votes to Support Superfresh Redevelopment -- With Conditions

This spring, the team behind the redevelopment of the former Superfresh grocery site in Spring Valley opted to file for a planned unit development on the site rather than continue with their long delayed design review. As the Zoning Commission prepares to consider the project early next month, the local Advisory Neighborhood Commission (ANC) is, once again, expressing support for the development in the face of a dedicated opposition campaign.
On Wednesday night, ANC 3E held a meeting which culminated in a unanimous vote in favor of a memoradum of understanding (MOU) which conditionally offers support for the PUD application. The PUD would deliver a 214-unit mixed-use building and five townhouses at 4330 48th Street NW (map), in addition to a MOM's Organic Market grocery store and an additional 1,600 square feet of retail.
The MOU cites the changes made to the project since the first design review application and outlines the basis for ANC support, with stipulations. Those include the commitment the developer already made to reserve at least 13,000 square feet for a grocery for a minimum of 10 years, as well as an agreement that the developer cannot master lease any part of the project to American University for student housing. ANC support is conditional on the PUD application including the MOU's items as enforceable requirements.
The Valor Development-led team has submitted more detailed exhibits for the upcoming zoning hearing which show slight revisions to the design of the project, including slimmer bay projections, sloped roofs on the townhouses to minimize the visibility of the penthouses, and alterations to the Windom Park façade.
Torti Gallas Urban is the architect of the development, and other partners include Apex Real Estate Company, American University, and the owners of the Spring Valley shopping center.
