A Larger Share Of Affordable Units Proposed For Redevelopment Of Chevy Chase Civic Core

The housing plan for Rift Valley Partners' proposed redevelopment of the Chevy Chase civic core site — home to a library, community center, and recreation center at 5601 and 5625 Connecticut Avenue NW — has been revised, with a significant shift toward more affordable units.

The total number of apartments remains unchanged at 177, but the mix has been restructured: 26 market-rate units have been converted to affordable apartments at 80% of Median Family Income (MFI).

The result is a meaningful increase in the project's affordable share. The updated plan includes 80 affordable units — up from 54 in January — representing just over 45% of the total, compared to roughly 30% previously. The number of market-rate units declined from 123 to 97.

Rift Valley Partners' proposal also includes a new community center and library, as well as outdoor amenities: an amphitheater, outdoor classroom, several sports courts, and neighborhood retail. Studios Architecture led the design for the project.

The next step is negotiating the land disposition agreement between the city and Rift Valley, but no hearing date has been set. The redevelopment has been contested in the Chevy Chase community for years, with debate centering on density and affordable housing levels.
