220-Unit Affordable Development Planned Near Shaw Metro

Lincoln-Westmoreland Housing (LWH) is moving forward with plans to replace an aging Shaw affordable housing project with a new development delivering 210-230 units of permanently affordable housing.
Partnering with KeyUrban, LWH will raze the 71-unit development at 801-811 R Street NW (map) to make way for the new development.
The project, designed by GTM Architects, will feature a design ranging from six to nine stories, with a maximum height of 90 feet and an additional 20-foot penthouse. Thirty percent of the units will be three-bedroom apartments to accommodate families, and the development team will temporarily relocate existing residents and offer guaranteed replacement units when the project is complete.
The design includes features to create a pedestrian-friendly environment, including an exterior courtyard, landscaped areas along the residential frontage, walk-up units along 9th Street, and bike racks.
The development team plans to apply for Department of Housing and Community Development funding this summer. If that funding comes through, the team will apply for building permits in fall 2026, with construction anticipated to begin in 2027.
