134-Unit Residential Project Planned for Long-Vacant Chevy Chase Site on Connecticut Avenue

A dormant stretch of Connecticut Avenue in Chevy Chase may soon see new development. 

Potomac Development Group and Landmark Realty have filed plans with Montgomery County for a new multifamily development at 8402 Connecticut Avenue (map), a roughly two-acre site situated across from the Chevy Chase Lake development on Connecticut Avenue.  

The Flats at Columbia would deliver up to 134 residential units — making it one of the more significant infill developments to advance within the Chevy Chase Lake Sector Plan area in recent years. The development would replace a vacant commercial building that was previously home to Parkway Custom Drycleaning. 

The Concept Plan calls for razing the existing building and constructing an 82-foot residential building with a penthouse, featuring projected balconies and rooftop terraces with views toward Columbia Country Club. The building's design, by BCT Design Group, follows a traditional base-middle-top architectural approach, similar in character to the nearby Crescent at Chevy Chase.

Of the 134 units, up to 21 would be designated as Moderately Priced Dwelling Units (MPDUs), representing at least 15% of the total. The project would eliminate all existing surface parking and replace it with a structured garage accommodating roughly 157 spaces, along with a small number of surface spots for visitors. In a nod to the neighborhood's history, the development team has committed to installing signs commemorating the former Chevy Chase Lake Trolley Station, which once occupied the site. 

The proposal will go before the county's Development Review Committee later this month.
