128 Affordable Apartments Proposed for Former Sanford Capital Complex

Barely six months after the notoriously neglectful landlord Sanford Capital agreed in bankruptcy proceedings to sell the derelict Terrace Manor complex, a new development is in the works.
WC Smith has filed a zoning application that envisions replacing the 11 vacant buildings that comprise Terrace Manor at 2270-2272 and 2276 Savannah Street SE and 3341-3353 23rd Street SE (map) with a new affordable community. An L-shaped building with 128 affordable apartments would be built on the 2.3 acres across those sites.

There would be 78 one-bedrooms, 39 two-bedrooms and 11 three-bedrooms, all of which would be for households earning no more than 60 percent of the median family income.
A special exception is required to construct new multi-family units on the site, which is zoned RA-2. WC Smith expects to seek funding from the Department of Housing and Community Development and low-income housing tax credits and bond financing from the DC Housing Finance Agency.
Stoiber and Associates is the architect on the project. A zoning hearing has not yet been scheduled.
