Capitol Hill's restaurant scene is making room for one more.
Last week, Barred in DC broke the news that Kevin Tien, executive chef/co-owner of DC's much-lauded Himitsu, is opening a new restaurant on the ground floor of the Penn Eleven condo development on Capitol Hill.

Emilie, as the new restaurant will be called, will focus on seasonal and local cuisine and will have a menu that changes daily. Diners can order small plates, pasta, entrees and desserts à la carte from the menu, and up to 10 small plates will also be circulated through the dining room and served tableside. Washingtonian reports that the restaurant is a partnership with Sam Shoja, who owns the local branches of Jinya Ramen Bar. Perseus Realty, Westbrook Partners and Javelin 19 Investments are the development partners on Penn Eleven.
“The addition of Kevin’s restaurant to Penn Eleven speaks to the impact of the surrounding community,” president and CEO of Perseus Robert Cohen said in a statement. “We are delighted to welcome such a talent to our space and know that his food will inspire the hearts and souls of not only our residents, but also the community for years to come.”
“I’m looking forward to writing the next chapter at Penn Eleven,” Tien said in a statement.
Himitsu was one of Bon Appetit's Best New Restaurants last year. Penn Eleven is a 34-unit condo development located at the former Frager's Hardware site at 1101-1117 Pennsylvania Avenue SE (map) that is expected to deliver early next year.
