The 14th Street Corridor Development Rundown

It has been a year since we took a stroll down 14th Street NW to see what is in the residential development pipeline. Today, we look at developments on the boards from Florida Avenue to Rhode Island Avenue along one of the busiest streets in the city.

The 14th Street Corridor Development Rundown: Figure 1

2213 14th Street NW

Ellisdale received approval from the Board of Zoning Adjustment (BZA) last fall to move forward on constructing a mixed-use development at 2213 14th Street NW (map). Four floors will be added atop the existing three-story commercial building on the site to create a seven-story building with 40-50 residential units atop 5,990 square feet of ground-floor retail. The Eisen Group design will also create three bays along the building’s facade and deliver a basement garage with 15 spaces and a community amenity and outdoor patio on the penthouse level.

Sonnet

One part of the redevelopment of Portner Place, an affordable apartment complex on the 1400 block of U Street NW, is the construction of an 11-story tower with 288 market-rate apartments, 15,000 square feet of retail and 120 underground parking spaces. The market-rate tower, developed by Trammell Crow subsidiary High Street Residential and designed by Eric Colbert & Associates, will be named Sonnet and have amenities including a lounge, first-floor courtyard, fitness center, and an expansive roof deck with a pool and seating areas. Delivery is anticipated for next year.

Portner Flats, with 96 affordable apartments (which will replace the 48 affordable units on site) at 1440-1450 V Street (map) is the other aspect of the project and will be developed by Somerset Development, Jonathan Rose Cos., and New Community Partners.

Whitman-Walker Clinic Redevelopment

Last summer, the Historic Preservation Review Board (HPRB) granted approval for the Annabelle Selldorf-designed redevelopment of the Whitman-Walker clinic at 1701 14th Street NW (map). The historic Spanish revival-style Elizabeth Taylor Medical Center and the adjacent historic Belmont Garage will be combined into a six-story structure anchored by a returned Whitman-Walker clinic on the ground floor; the non-profit’s offices will also occupy the entire second floor. The remaining four floors will be 80-90 apartments.

Construction is scheduled to begin this fall, putting delivery around late 2019 or early 2020. The redevelopment is a partnership between Whitman-Walker Health and Fivesquares Development.

1412 Q Street NW

Inscape Studio is conducting community outreach in hopes of paving the way for a four-story addition to The Bike Rack at 1412 Q Street NW (map). An addition would expand the Rack’s retail space into the basement while creating six residential units and a green roof.

1456-1460 Church Street

The three rowhouses from 1456-1460 Church Street NW (map) are being incorporated into an eight-story microunit development by Brook Rose and designed by Peter Fillat Architects. The project will eventually deliver 37 apartments ranging from 265 to 490 square feet throughout a rear glassy building addition.

Elysium Logan

Elysium Logan at 1427 Rhode Island Avenue NW (map) is expected to deliver its 32 luxury condos this summer. The eight-story development, led by Madison Investments and designed by PGN Architects, will have units as large as three bedrooms; seven of the condos will have private elevator access. The project also includes three duplex penthouse units with roof decks and 8 vehicular and 11 bicycle parking spaces on the basement level. McWilliams|Ballard is handling sales.

Mai Place DC

Abdo Development is in the final stages of a 30-unit mixed-use project at 1400 14th Street NW (map). The existing building at 1404 14th will also be included in the development with ground-floor retail while the newer portion of the development at the corner will deliver a restaurant on the basement and street levels; the second floor will be office space.

Barrel House Liquor Redevelopment

Last month, HPRB granted preliminary design approval for the redevelopment of Logan Circle stalwart Barrel House Liquors at 1341 14th Street NW (map), although the boardmembers had extensive comments and would like to see the design once revisions are made. The new mixed-use design from Bonstra|Haresign Architects will include 35-40 residences atop street-level retail.

While the board stated that they were comfortable with the massing and arrangement of the building’s design and pleased to see the barrel protrusion retained, many would like to see the materiality of the facade simplified and reconsidered. There was also a sentiment that the top two floors should appear lighter and perhaps be stepped back along 14th Street and that the building should relate better to the rowhouses on Rhode Island Avenue (including stepping back the top story on that side).
