A sprawling new residential community has been pitched in Clarksburg.
JNP Capital Management and Avanti Properties Group have filed a concept plan for Linthicum East, a 689-unit residential community on a 79-acre site off West Old Baltimore Road and alongside I-270. The property is the second-largest development parcel in the recently adopted Clarksburg Gateway Sector Plan.
The plan calls for 516 townhomes, 160 “2-over-2” condos and 13 single-family homes. The developers are describing it as a compact, walkable neighborhood with a connected street grid, and homes oriented toward the adjacent Little Seneca Greenway Stream Valley Park.
Beyond the housing, the team is proposing a public park on a parcel just south of West Old Baltimore Road. Preliminary plans show tennis and pickleball courts, a dog park and play areas. Inside the community, a central amenity space and lawn would be ringed by a private “living street” designed for shared use, and a trail network would connect open spaces and greenbelts, with larger areas of forest preserved along the stream valley to the east.
The plan will go before the Montgomery County Development Review Committee in November.
