A Mixed-Income Development Could Replace Congress Heights Apartment Complex
The Congress Heights residential development pipeline is growing, this time at Meadowbrook Run near Oxon Run Park.
A subsidiary of Enterprise Community Development has filed a map amendment application that would enable a redevelopment of the garden apartments in the 3500 and 3600 blocks of Sixth Street SE and at 620-624 Mississippi Avenue SE (map). The new project would be an apartment-and-townhouse development.

The nine-acre property is currently home to 25 buildings, with a total of 259 affordable units and multiple surface parking lots. These units would be replaced one-for-one at various affordable income levels, and the new development would also include for-sale townhouses. Existing residents would have the right to return, and the project would be completed in phases to minimize disruption.
The development team presented to ANC 8C in January; a zoning hearing has not yet been scheduled.
