209-Unit Office-To-Residential Conversion Near Dupont Circle

The conversion of a 19th Street office building into apartments has officially begun. 

The Tower Companies announced earlier this week that construction has started on The Albert, which will transform the 12-story former Verizon/MCI headquarters at 1133 19th Street NW into 209 apartments. The project will bring 188 market-rate units and 21 affordable units to the corridor, along with roughly 4,600 square feet of ground-floor retail and a reconfigured penthouse level with a resident lounge, fitness center, sauna, coworking space, and outdoor terrace. WDG Architecture designed the conversion which is looking to deliver in spring 2028. 

The site has had a winding path to this groundbreaking. UrbanTurf first reported on plans for the building in 2022, when Foulger-Pratt was pursuing a roughly 180-unit conversion. That unit count crept upward over the following two years as the project moved through the pipeline, and by late 2024 an affiliate of Transwestern Development had gone under contract to buy the building from Tower with plans to build out around 220 units, aiming for a mid-2025 groundbreaking. That deal appears to have fallen away, with Tower Companies retaining ownership and ultimately delivering the project itself under a new name and a trimmed unit count of 209.

The Albert is being financed in part through the District's Housing in Downtown (HID) program, which offers a 20-year property tax abatement to encourage conversions of underused office buildings into housing. The project joins two other office-to-residential conversions under construction nearby, along with the recently delivered Elle apartments, as the Golden Triangle continues to add residential density to a submarket that has historically been dominated by office space.
