A Hotel, 200 Condos, 425 Apartments: The Redevelopment Plans for Prime NoMa Site

Plans are in the works for a NoMa redevelopment project that will include a boutique hotel, 200 condos, 425 apartments and a public park.

On Wednesday evening, developer Trammell Crow outlined the massive redevelopment plans for the Central Armature Works building at 1200 3rd Street NE (map) to a meeting of the ANC 6C Planning, Zoning and Economic Development Committee.

In 2014, Trammell Crow partnered with the Dorr family, which owns the building, and has spent the last year and a half conferring with the Office of Planning, the District Department of Transportation (DDOT), Amtrak and other stakeholders about its plan. While there remains a lot to be ironed out with Amtrak, which has a permanent easement on the northern end of the site, Trammell Crow plans to file their development application with the city’s zoning agencies by the end of the month.

According to Trammell Crow’s Josh Dix, a 100,000 square-foot podium will be constructed at the 2.5-acre triangular parcel to bring the site level with the adjacent railroad track-beds. The development to be built atop the podium includes a 150-200 room boutique hotel, a condominium building with 150-200 units, and a 425-450 unit apartment building. Additionally, 45,000 square feet of retail will run along Florida Avenue and 3rd Street.

There will also be a public park with a water feature fronting M Street, and a total of 350 parking spaces, including electric car charging stations. Approximately 250 bicycle spaces will be accessible on the second floor to both residents and retail patrons. The hotel lobby will be located on M Street while the two residential entrances will be on 3rd Street. Pedestrians will be able to access a tunnel leading to a Metro entrance for the NoMa-Gallaudet Metro station from a retail-framed plaza, possibly with a cafe and outdoor seating, on 3rd where N Street dead-ends.

High Street Residential, Trammell Crow’s multi-family development subsidiary, will be developing the residential portions of the project. Eight percent of the residential units will be affordable, and out of that allotment, 75 percent would be set for those making 80 percent of area median income (AMI) while the remainder would be for those at 50 percent AMI. The developers also intend to introduce several art installations at the site, including a mural and potential ceiling projections in the retail plaza and playable art on 3rd Street.

With the buildings being separate from one another, there will be a lot of open space and light distributed throughout the site, and an acrylic soundwall at N Street will allow visitors to watch the trains go past. The developers plan to coordinate their streetscaping with other businessowners on 3rd Street. They will also assist the city in installing a light at the underpass at M Street, including one specifically for bicyclists using the soon-to-come bike lanes.


The development team, which includes architect Shalom Baranes, will request relief from the 55’ truck loading requirements, a special exception to allow a bar/lounge on the roof of the hotel, and the re-zoning of the site from CM3 office use to C3C mixed-use. One of the provisions Amtrak requires is the usage of this plaza as a through-way for their trucks to drive up from the street to their track-beds, which they will do four times daily.

Although this was a non-voting informational session, the ANC committee offered some feedback, including concerns that hotel off-loading may limit the amount of space on M Street that is truly for public use. The committee would also like to see diagrams of how trucks will be able to use the planned egress on that side.
