BZA Delays Vote on Glover Park Condo Project Opposed by Residents

Two modern, side-by-side condominium projects proposed for the northern edge of Glover Park went before the Board of Zoning Adjustment (BZA) on Tuesday, but the BZA decided to delay a vote on the project until July 29 to give the developer time to adjust the facade while working with neighbors.

“I’m still struggling with the design and its impact on the community,” Chairman Lloyd Jordan said. He also recommended the developer include a residential parking permit (RPP) restriction with the project.

The developer, Guy Prudhomme, and architect, WHA Architecture & Planning, plan to build two modern, six-unit buildings with a high-end concrete board exterior at 3915 and 3919 Fulton Street NW (map). But in three ANC meetings, the most recent of which took place Monday night, residents expressed their disapproval of the plan. Ultimately, 26 neighbors signed a petition asking the BZA to reject the plan, while ANC 3B voted 2-2 and came to no decision on the project.

Their concerns were initially related to fears that the condos would end up as student rentals and that the design didn’t fit in with the neighborhood. The current homes are not historically protected, and the developer could by matter-of-right develop the properties into condos or apartments while preserving the front of the buildings. Because he wants to build a new project from the ground up, it’s subject to BZA approval.

Prudhomme has changed the number of bedrooms in each unit from three to two and altered the facade’s color and landscaping in response to resident concerns. Still, many have called the design “severe,” “monolithic” and “stark” and compared it to “an office park or an industrial park” in meetings before the ANC and BZA.

“If they’re looking for Frank Lloyd Wright, it’s Frank Lloyd Wrong,” one resident told the BZA on Tuesday.

Prudhomme told neighbors and the ANC on Monday night that the building shouldn’t be stalled just because of its modern design.

“I am not going to create some kind of hybrid because it’s been designed by committee,” he said, later adding: “I wanted the committee to understand that I have done everything in my power to try and be reasonable here.”

    I don’t recall specifically which buildings this will be replacing but on one side of Fulton Street there are 1950s-era garden apartments and on the other side there is the large apartment building that has the entrance on Tunlaw Road and McMansions.  This building looks fine and Glover Park needs more housing.

    Thank you for the clarification.  Do you know how many net new units this will be for Glover Park, if any, if it is replacing garden apartments?

    That I’m aware, it is not replacing any garden apartments.  The original plans will demo two single family dwellings and be replaced with new construction of two new buildings with 6 units each.
