DC-Area Rents Flat as Region Posts One of the Highest Concession Rates in the US

The DC area's rental market is running counter to the tightening trend showing up nationally.

According to Zillow's Rental Market Report for July, the typical U.S. asking rent climbed to $1,962, up 2.3% year-over-year and the fastest annual pace of rent growth in more than a year. Locally, the picture looks different: the report puts the typical DC-metro rent at $2,456, up just 0.4% from a year ago.

A historically large wave of new apartment units came online over the past two years, and this increased supply gave renters room to negotiate, a dynamic that shows up clearly in the DC numbers: 54% of area rental listings were offering a concession in July, one of the higher rates in the country. Nationally, the concession rate reached 39.8% in July, up from 35.9% a year earlier, even as rents ticked upward — a lingering benefit of the construction boom that has yet to fully unwind. For DC renters, that combination — flat rents plus a majority of listings offering move-in specials, free months, or other perks — has translated into some of the best negotiating leverage the market has offered in years. 

Whether that leverage holds is a separate question. Zillow's chief economist Mischa Fisher noted that the market nationally is approaching an inflection point, with the supply tailwind fading and concession rates that have climbed for two years now expected to start easing, as multifamily permits in the second quarter came in 31% below their most recent 2022 peak.
