ANC Lends Support to 130-145 Unit Adams Morgan Project

A new residential proposal for a parking garage at 1711 Florida Avenue (map) won over ANC 1C on Wednesday night, in part thanks to its contrast with a previous design for the space under an old owner.

“We were all happy to see that project die,” said Commissioner Billy Simpson bluntly. “I have to say that I am extremely encouraged by the very different scale of the project that’s been presented by the new owners and their sensitivity to the neighborhood.”

Kettler’s plans, designed by R2L Architects, will include a building with 130-145 residential units, with no retail.

The previous project was seeking more relief through a planned-unit development proposal, and consisted of an 80-foot tall mixed-use building built in part into the existing garage.


Kettler’s iteration, which has a mostly-brick facade and includes English basements, also preserves part of the old parking garage, though mostly the below grade aspects. The developers are asking for a special exception to build four feet above what’s allowable, as well as a shorter loading dock and a variance for roof structures that aren’t uniform.

As part of the plan for the site, Kettler is working with DDOT to potentially change the awkward partial one-way that currently allows access into the parking garage on Champlain Street NW, and maybe even straighten out V Street’s intersection with Florida Avenue to make it safer for cars and pedestrians.

Kettler said they veered away from retail and made the building shorter after hearing from residents. Commissioner Ted Guthrie applauded that.

“It’s refreshing to have a developer come in who’s actually reached out and listened to the neighborhood. I can’t tell you how much we appreciate it,” he said. “Our appreciation means we’re a lot easier to deal with.”

The ANC supported all of the developer’s requested variances.

    This project will be instrumental to provide more “eyes on the street” for both sides, but especially on this rather desolate part of Champlain Street.

    That said, the architecture…well, let’s just say it is highly dependent upon careful selection of materials, colors, and detailing.  Because otherwise, it’s a snoozer!  And its simplicity isn’t justified by wonderful proportions, quite the opposite, we’ll need the details and materials to distract us from its overall clunkiness.  No sign of any particular sustainable elements which might liven things up, nor a change of window sizes reflecting the open, lovely views that upper floor units will enjoy.  The architects and/or developer seem to be phoning this one in.
