New 41-Unit Residential Building Planned For NoMa Complex

A seven-story, 41-unit apartment building may be included as a part of the major redevelopment of Square 749, which is bounded by 2nd Street, 3rd Street, K Street and L Street NE (map).

Developer Cohen Companies already have a Planned Unit Development for the overall Union Place complex, which will have 750 residential units in total. The 212-unit Loree Grand has already been constructed and leased, and a second phase of construction will bring more residential to the project.

Representatives from the Cohen Companies stopped by the ANC 6C Planning and Zoning Committee meeting on Wednesday as they now seek to modify the PUD to include additional land to accommodate a 41-unit apartment building at the northeast corner of the block. At the time of the original PUD, they did not yet own the plot of land in question.

The new apartment building would be filled with studios and one-bedroom units, between 500 and 750 square feet. The building will have bike storage, and units will range in price from about $1,800 to $2,400 per month.

The building would not have any parking spaces, however the developer noted that the parking lot associated with the Loree Grand is not even 50 percent leased, and residents of the new building would be encouraged to park in the lot. Cohen is also open to prohibiting tenants from acquiring a Residential Parking Permit — an increasingly popular proposition from developers who don’t want to overburden street parking in the area — and the prohibition would be written into the lease.

The planning and zoning committee approved of the initial plans, and the full ANC will consider the matter later this month.

    Cohen sold Phase II of Union Place to Toll Brothers a couple month back. I know they still retained this site but its peculiar to me that they are asking for a modification to a PUD of which they now are no longer a part. Furthermore, a 41-unit building could be constructed by-right on that site, unless they are seeking a zoning relief for parking. In that case, they still wouldn’t need to be incorporated in the PUD. Still, I find it interesting that they are attempting the “Jemal technique” of requesting no parking and saying the residents are prohibited from obtaining parking permits.
