The William C. Smith Company purchased this site from The Washington Post in late 1999 with plans for a 1.1-million-square-foot mixed use project. Latest designs call for 1,200 units of residential in four buildings, to be built in four phases. All would have street-level retail. A plan to bring Whole Foods to ground floor of the buildings fell apart in the spring of 2011. Phase 1 "Chelsea Park" consists of a 433-unit apartment building designed by Esocoff and Associates with construction starting as early as spring of 2012. Eye Street will be connected between Second Street and New Jersey Avenue as part of the project.
