A First Look at UIP’s Mixed-Use Development Plans For Tenleytown

Tenleytown is not a section of DC known for new multi-family development, but that is about to change.

Last night, representatives from Urban Investment Partners (UIP) and architect Hickok Cole came before ANC 3E to share early renderings of the firm’s proposed mixed-use development on the boards for Wisconsin Avenue and Brandywine Street.

The redevelopment plans would renovate the existing three office buildings at 4620-4626 Wisconsin Avenue NW (map) into a single L-shaped building with 155 apartments and 20,000 square feet of street-level retail. The current breakdown of apartments is as follows: 54 studios, 54 one bedrooms, 31 one bedroom plus dens, and 16 two bedrooms.

The existing parking garage, which has 75 spaces and an entrance off the rear alley, would be retained. The planned unit development (PUD) would require a rezoning from C2A to C3A, and the resulting building would be one story taller than the adjacent Tenleytown View.

The brick facade of the existing office buildings on the southern end of the site would be outfitted with a metal overlay. A seam would break the massing into two components and also serve as the residential lobby, with a stairway from the street. The building will bend toward the north side, following the line of the avenue, while the Fiesta Travel building at 4626 Wisconsin Avenue would be demolished.

While ANC members agreed with those in attendance that it would be an odd juxtaposition to have such a tall building abutting R-2 residences, many also conceded that the nearby Metro station makes such a development understandable and difficult to raise much objection to. However, there were several points of constructive criticism, mainly regarding the need for more public space and the hope that UIP will run utilities underground.

Other comments from the ANC included the desire to see the design feature a more-articulated exterior and perhaps the addition of outdoor space. Chairperson Jonathan Bender would like to see more than the minimum-required number of affordable housing units.

UIP plans to file the PUD with the Zoning Commission in mid-June after making another visit to the ANC, setting up a potential zoning hearing in the fall.

    The composition is a real hodge-podge, but in the end, I’m not complaining. Recent DC buildings have tended to be lacking in variety and complexity, and this more animated design is a welcome change.
